You should always install the latest version of ubuntu which is now 10.4. Here are the minimum requirements

I ran Linux Mint 8 and Ubuntu 9.10 on a Dell P-III 866 mhz processor and 512 meg ram. It was a little slow, and video seemed a little choppy.
1 ghz processor and 1 gig of ram will do fine.

Also, don’t use Wubi. It’s full of problems. Dual-boot instead.
