I strongly recommend against installing Ubuntu Server along side Windows XP as Ubuntu Server is for a dedicated server (either file server, multimedia server, or web server). It will be silly to either have that hosted on Windows or as a dual boot (which means you will have down time on your server which is bad). If your looking to run Ubuntu applications (including some server applications) the standard version of Ubuntu will work and you can install it using the WuBi installer as an application in Windows.
GRUB is a Linux boot loader that is responsible for telling your computer which OS (operating system) you want to load. When you install Ubuntu after installing Windows, GRUB will encapsulate the Windows booting process so that you can either access Ubuntu or Windows. You can only access GRUB when you turn your computer on or when you reboot your computer. Technically the LiveCD has GRUB on it but you will never see it (as there is only one OS on a LiveCD so GRUB has no options to present to you).
